The Jogcon is a unique analogue controller for the PlayStation and PlayStation 2. It's a successor to the neGcon, but instead of using a twisting motion for analogue input it includes a force-feedback disc. It works similar to a wheel, but is motorised so it can provide resistance depending on conditions in the game, and can snap back to the centre.
Though it looks like you're supposed to either rest a finger in the divot in the dial, or twist it with your hand, it's designed to be turned with your two thumbs, with your hands gripping the control as usual. You can usually set how much you need to turn the wheel for it's extremities to register, so it's not as awkward as that sounds. Ridge Racer V defaults to only needing 45° turns either way.
Compatible Games
NB: It also has a neGcon-compatibility mode that can be enabled by holding the 'Mode' button when the console is turning on. Otherwise this button toggles between using the Jogcon features and working like a regular controller.
